Instituted by the Federal Government 54 years ago, the Import Tax, better known as Drawback, allows the exemption of import taxes, provided that it is agreed with the export commitment (Decree-Law n. 37, 1966). Today regulated by Ordinance SECEX nº 23, of July 14, 2011, the drawback regime presents the modalities of exemption, suspension, integrated refund (which allows not only the exemption of taxes for the acquisition of imported inputs, but also for those acquired in the domestic market), not forgetting the intermediate drawback.
In order to bring valuable content to its members, this Friday, July 17, Centrorochas and Sindirochas held the webinar “The drawback in the ornamental stone sector”. Three specialists in the subject were invited to debate the subject, the professor, consultant specialized in Foreign Trade and BASC International Auditor by the World Basc Organization, Walter Thomaz Jr, the Commercial manager of Speed Despacho Aduaneiro, Bruno Marques and the tax auditor of the Revenue Federal of Brazil (RFB), Jaci Alves de Souza Junior.
The president of Sindirochas, Tales Machado, opened the event, which brought together more than 100 participants, including businessmen, technical professionals, service providers in the stone sector, tax auditors, among others. Online, they were able to clarify their doubts about the exclusive benefit for export. In his presentation, professor Walter gave an overview of export processes and stressed the importance of proximity between the taxpayer and customs. “The drawback instrument is a fundamental incentive for exports, but it has to be well used so as not to become a nightmare for the exporter. The taxpayer needs to be close to the customs, this partnership relationship is fundamental, as well as the correct use of the entire process”, he said.
Speed’s representative, Bruno Marques, detailed the drawback modalities and shared a little of his 17 years of experience in the area. “Among the doubts we receive the most on a daily basis are those related to quantities, explanatory units of measurement. I emphasize that there is a national average regarding the input consumption index, but it is possible that each company presents its report for the application of the indexes linked to its production reality”, he pointed out.
The RFB auditor, Jaci Alves, presented the role of customs and the historical evolution of the drawback-related processes. “Our records show an increasingly reduced number of companies that do not comply with the succession act,” he said.
The participation of the panelists was mediated by the superintendent of Centrorochas, Alessandra Bertolani. The executive of Centrorochas e Sindirochas, Celmo de Freitas, coordinated the chat with the questions sent by the listeners.
